COLOMBO – December 9, 2025 — The United Nations has committed significant financial and technical assistance to Sri Lanka’s ongoing recovery efforts following the recent period of severe adverse weather and consequential disasters. Mr. Marc-André Franche, the UN Resident Coordinator in Sri Lanka, formally pledged the organization’s comprehensive support during a crucial meeting today (08) with the Minister of Foreign Affairs, Foreign Employment, and Tourism, Hon. Vijith Herath, held at the Ministry.

In a tangible demonstration of this commitment, Mr. Franche announced the immediate release of US $4.5 million from the United Nations Central Emergency Response Fund (CERF) to assist all populations affected by the calamity. This critical injection of capital will target essential services necessary to stabilize communities and initiate the rebuilding process. The symbolic handing over of this immediate aid was performed during the meeting with Minister Herath.

The pledge arrives at a critical juncture for Sri Lanka, as the full scale of the devastation—which has severely impacted livelihoods, infrastructure, and the vital agricultural sector—becomes clearer. The Minister of Foreign Affairs emphasized the nation’s urgent need for sustained international assistance to navigate the challenging path toward complete recovery across all sectors, from the economy to daily life.

Focus Areas for UN Intervention

The announced aid package is strategically designed to address the most immediate and critical humanitarian needs on the ground. The funds channeled through the UN system will prioritize several key sectors:

  • Food Security: Ensuring vulnerable families have access to adequate and nutritious provisions.
  • Shelter: Providing temporary and semi-permanent housing solutions for displaced individuals.
  • Drinking Water: Restoring access to clean and safe potable water supplies.
  • Education and Health: Re-establishing access to basic health services and ensuring continuity of schooling for children.
  • Agriculture and Fisheries: Supporting the quick rehabilitation of these crucial economic sectors, which form the backbone of rural livelihoods and national food supply.

Detailed Assessment Underway

To ensure the effective and targeted deployment of resources, the UN has already mobilized technical expertise. Mr. Franche confirmed that a five-person team from the UN Office for the Coordination of Humanitarian Affairs (OCHA) has already arrived in Sri Lanka.

This specialized OCHA team is tasked with conducting a detailed, comprehensive assessment of the damage and humanitarian needs across the affected districts. The findings of this assessment will guide the prioritization of further assistance and ensure that resources are aligned precisely with the needs identified on the ground, thereby maximizing the impact of the aid.

The UN Resident Coordinator assured Minister Herath that all operations related to the disaster response would be conducted in close coordination with the Disaster Management Centre (DMC), ensuring that international efforts seamlessly integrate with existing national response mechanisms.

Minister Herath Calls for Sustained Global Support

Minister Herath highlighted the multifaceted impact the adverse weather events have had, stating that the disruption extended far beyond immediate infrastructure damage, severely affecting the nation’s economy, agriculture, and overall quality of life.

The Minister emphasized the imperative for sustained international engagement, stressing that the island nation cannot fully recover without the continued financial and technical backing of the global community. He underscored the government’s commitment to collaborating closely with all donor nations and organizations to ensure a robust and effective recovery process.

In response, Mr. Franche reaffirmed the UN’s enduring commitment to Sri Lanka’s long-term stability and resilience. He stated that the UN offices in New York and Geneva will be leveraged to facilitate ongoing engagement and secure additional developmental and recovery assistance from international partners and donor countries dedicated to helping Sri Lanka rebuild.

The combined financial commitment and deployment of specialized assessment teams mark a significant step in transforming the government’s recovery plans into reality. The $4.5 million in immediate assistance provides crucial breathing room for the initial relief phase, while the OCHA assessment paves the way for a targeted, multi-sectoral approach to long-term reconstruction and resilience-building across the island. The partnership between the Sri Lankan government and the UN is expected to be vital in restoring normality to the lives of the many thousands affected by this national tragedy.
