Global Solidarity: Nations Rally to Aid Sri Lanka Amid Cyclone Ditwah Disaster

As Sri Lanka grapples with the devastating aftermath of Cyclonic Storm Ditwah, the international community has swiftly rallied, pledging and delivering crucial humanitarian assistance to the island nation. With the death toll surpassing 80 and widespread destruction crippling infrastructure, global solidarity is providing a much-needed beacon of hope amid the crisis.

The immediate response from neighbouring countries and major international partners underscores the severity of the disaster and the urgent need for aid to support rescue, relief, and recovery efforts.

India Leads the Charge with “Operation Sagar Bandhu”

True to its “Neighbourhood First” policy, India has been the quickest and most significant first responder, launching ‘Operation Sagar Bandhu’ to provide extensive humanitarian assistance and disaster relief (HADR).

  • Naval Assets Deployed: The Indian Navy’s mighty aircraft carrier, INS Vikrant, and the frontline guided-missile destroyer INS Udaigiri, were swiftly diverted from their operational duties to deliver the first tranche of critical aid.
  • Essential Supplies: The initial consignment included a substantial 4.5 tonnes of dry rations and 2 tonnes of fresh rations, providing immediate sustenance for displaced families. These naval assets are also equipped with medical teams, divers, and rescue equipment, ready to assist Sri Lankan authorities on the ground.
  • Air Force Support: The Indian Air Force has also placed its transport aircraft, including C-17 Globemaster and C-130J Super Hercules, on standby for rapid delivery of additional relief material, medical supplies, and potentially for evacuation operations if required.
  • Monetary Aid: While specific figures are still being finalized, initial reports suggest India is preparing a substantial financial aid package to assist Sri Lanka’s immediate recovery and rehabilitation efforts, leveraging existing bilateral development funds.

China Offers Substantial Relief and Reconstruction Support

China, a major economic partner and lender to Sri Lanka, has also swiftly pledged comprehensive support.

  • Emergency Supplies: The Chinese Embassy in Colombo announced that emergency relief materials, including tents, blankets, water purification tablets, and medical kits, are being air-freighted to Sri Lanka, with the first flights expected to arrive by Saturday.

United States Pledges Humanitarian Assistance

The United States Agency for International Development (USAID) has announced initial humanitarian assistance to Sri Lanka.

  • Disaster Response Teams: USAID’s Bureau for Humanitarian Assistance (BHA) has deployed a small team of disaster experts to Colombo to coordinate with local authorities and assess the most pressing needs on the ground.
  • Initial Funding: An initial pledge of USD 1 million has been made for immediate relief efforts, focusing on providing shelter, clean water, sanitation, and hygiene (WASH) support, and emergency food assistance to displaced populations.
  • Logistical Support: The U.S. Indo-Pacific Command is reportedly coordinating with the Sri Lankan military to offer logistical support, including potential aerial reconnaissance for damage assessment and transportation of relief supplies to hard-to-reach areas.

Other Nations Mobilising Support

  • Japan: Known for its rapid humanitarian responses in Asia, Japan has initiated discussions with the Sri Lankan government to ascertain specific needs and is expected to provide emergency grants and material aid.
  • United Kingdom: The UK government has expressed solidarity and is reportedly exploring avenues for financial and technical assistance, particularly in areas of flood management and reconstruction.
  • United Nations & NGOs: Various UN agencies, including OCHA (Office for the Coordination of Humanitarian Affairs), UNICEF, and the World Food Programme (WFP), are on the ground, conducting rapid needs assessments and coordinating the international response with local NGOs and the Sri Lankan Disaster Management Centre. Their focus is on vulnerable populations, including women and children, providing food, psychological support, and sanitation facilities in temporary shelters.
