Florida Summit: Zelensky to Meet Trump for High-Stakes Peace Talks at Mar-a-Lago

PALM BEACH, FLORIDA (December 27, 2025) – In a critical attempt to secure a diplomatic breakthrough before the New Year, Ukrainian President Volodymyr Zelensky has announced he will meet with U.S. President Donald Trump in Florida this Sunday, December 28. The summit at the Mar-a-Lago resort comes as both leaders race to finalize a 20-point peace framework intended to freeze the nearly four-year-old conflict with Russia.

Speaking to journalists ahead of his departure, Zelensky expressed optimism but noted the immense complexity of the negotiations. “The plan is about 90% ready,” Zelensky said, following what he described as a productive discussion on Thursday with Trump’s special envoy Steve Witkoff and son-in-law Jared Kushner.

The core of the Sunday talks will focus on securing long-term guarantees for Ukraine’s safety. After weeks of intense negotiation, the original 28-point proposal—which was criticized for being too favorable to Moscow—has been slimmed down and refined into a 20-point draft.

  • Security Guarantees: Ukraine is pushing for protections that mirror NATO’s Article 5, ensuring a coordinated military response and immediate reinstatement of sanctions if Russia re-invades.
  • Military Size: Negotiations are reportedly centering on a peacetime Ukrainian army of 800,000 troops, up from a lower cap of 600,000 proposed in earlier drafts.
  • Demilitarized Zones: Zelensky has floated the idea of a “free economic zone” or demilitarized area in the east, provided that Russia also withdraws its forces.

“Our task is to make sure that everything will be 100% finished,” Zelensky said. “It is impossible to sign the 20 points without Russia and without the Europeans. It is a four-party agreement.”


🗺️ The Donbas Deadlock

Territorial issues remain the most volatile part of the agenda. The Kremlin has issued an ultimatum demanding that Ukraine relinquish the remaining portions of the Donbas it still controls. Currently, Russia occupies most of Luhansk and approximately 70% of the Donetsk region.

Zelensky confirmed that he would raise these “territorial issues” with Trump but reiterated that Ukraine rejects any ultimatum requiring the surrender of its sovereign land. He acknowledged that while some compromises might be necessary to “freeze” the front lines, the ultimate goal is a just peace that does not condemn future generations to more war.


💰 Economic Recovery and Reconstruction

Beyond the battlefield, the leaders will discuss a separate “economic agreement.” This deal is expected to focus on:

  • U.S. Investment: Rebuilding Ukraine’s destroyed energy grid and industrial infrastructure.
  • Access to Markets: Ensuring Ukraine retains its right to join the European Union and access global trade.
  • Uncertainty: Zelensky cautioned that he could not yet confirm if this economic deal would be “finalized by the end” of the Sunday session.

🇪🇺 The European Factor

A significant point of tension remains the involvement of European allies. Zelensky admitted that while Ukraine “would like the Europeans to be involved” in the Florida talks, the short notice makes it difficult for a representative to join the Sunday meeting.

He stressed that any final agreement requires European participation to ensure the continent’s long-term stability. Meanwhile, President Trump has maintained a firm stance, telling Politico on Friday: “He [Zelensky] doesn’t have anything until I approve it. So we’ll see what he’s got.”
