BRISBANE, AUSTRALIA (Saturday, January 31, 2026) — In a case that underscores the uncompromising nature of Australia’s “character test” laws, 42-year-old Teresa Awhina Rangi has been ordered to return to New Zealand after three decades across the Tasman.

Despite arriving in Australia as a 12-year-old and raising four children there, Rangi’s persistent 20-year criminal history—totaling 131 offences—has finally led to the permanent cancellation of her visa under Section 501 of the Migration Act.

⚠️ Three Warnings, One Final Sentence

The Australian Administrative Review Tribunal recently upheld the decision to deport Rangi, noting that she had been given “ample opportunity” to rehabilitate.

  • The Warnings: Authorities issued formal “stern warnings” in 2013, 2018, and again in 2020. The 2020 notice explicitly stated that the Australian Government has “zero tolerance” for further offending.
  • The Record: Rangi’s 131 convictions span drug abuse, robbery with violence, assault of police officers, and carrying dangerous weapons.
  • The Final Straw: Her most recent offences occurred in December 2024, involving actual bodily harm and theft, for which she was sentenced to nine months in a Brisbane prison.

💔 The Family Cost: Leaving Four Children Behind

The most harrowing aspect of the case is the impact on Rangi’s four children, aged 12 to 18. All are Australian citizens and have lived with their grandparents in Melbourne for most of their lives due to their mother’s frequent incarcerations.

“The protection and safety of the Australian community is of paramount importance,” stated Tribunal member Lisa Lo Piccolo. She ruled that the “unacceptable risk” of Rangi reoffending outweighed her familial ties and the best interests of her minor children.

Rangi, who is currently held at the Villawood Immigration Detention Centre in Sydney, claimed she had no memory of the previous warnings and argued that her long-term drug addiction was the root of her behavior.
