Sri Lanka Launches Cutting-Edge Digital System for Transparent Disaster Relief

COLOMBO, SRI LANKA (January 3, 2026) — In a major move to modernize emergency response, the Sri Lankan government has officially launched a sophisticated Digital Inventory Control System to ensure that aid reaches victims of the devastating Cyclone Ditwah with unprecedented speed and transparency.

The new system was finalized during a high-level meeting at the Presidential Secretariat on Thursday, involving key officials from the Ministry of Defence, the National Disaster Relief Services Centre (NDRSC), and the Ministry of Digital Economy.


🛡️ End-to-End Transparency for International Aid

The primary goal of this digital leap is to eliminate “middleman delays” and ensure that every donation—whether from foreign governments, the UN, or the Sri Lankan diaspora—is tracked from the moment it touches down in the country until it reaches the final beneficiary.

How the New Digital Workflow Works:

  1. Centralized Hub: All in-kind assistance arriving via air or sea is registered into the system and stored at the Orugodawatta main warehouse.
  2. Local Identification: Needs are identified at the grassroots level by Grama Niladhari (village-level) officers.
  3. Digital Requests: Divisional Secretaries submit real-time requests through the platform based on local demand.
  4. Verified Distribution: District Secretaries oversee the direct release of goods, with every stage recorded to prevent misappropriation or waste.

🤝 A Public-Private Technical Partnership

The system represents a landmark collaboration between the state and the tech sector.

  • Scienter Technologies: The Sri Lankan firm developed and provided the software entirely free of charge.
  • Cloud & Infrastructure: Global giants Microsoft and Orel Cloud have committed to providing the technical infrastructure and cloud hosting at no cost.
  • Mobile Reporting: Scienter Technologies has also pledged to develop a dedicated Mobile App for Grama Niladhari officers, allowing them to report disaster damage and resource gaps instantly from the field.

🌊 The Shadow of Cyclone Ditwah

The urgency of this project comes as Sri Lanka grapples with the aftermath of Cyclone Ditwah, which hit in late 2025. Termed one of the worst flooding disasters in decades, the cyclone inundated nearly 20% of the country’s land area and affected over a million people.

By digitizing the relief process, the government aims to rebuild public and international trust in its recovery efforts. An international donor conference is scheduled for later this month, where this new system will be showcased as a guarantee of accountability for future reconstruction funds.
