1 in 5 Schools in Crisis: Education Review Office Calls for Urgent External Intervention

WELLINGTON, NEW ZEALAND (Saturday, January 31, 2026) — A startling new report from the Education Review Office (ERO) reveals that 21% of recently scrutinized New Zealand schools are struggling so significantly that they require external statutory management or intensive intervention.
Of the 100 state and integrated schools reviewed between early last year and mid-November, 21 have been flagged as needing commissioners, statutory managers, or specialized guidance to address systemic failures in student achievement and attendance.
📉 The Warning Signs: Attendance & Achievement
ERO identified several “danger zone” metrics that triggered the need for intervention. The most common issues cited include:
- Chronic Absenteeism: A large proportion of students are missing school regularly, with some schools showing record-high truancy rates.
- NCEA Failure: A significant number of students are leaving school without any formal qualifications.
- Stagnant Progress: Low student achievement and a lack of measurable academic growth over several years.
🏘️ The Socio-Economic Link
The data highlights a harsh reality regarding the Equity Index. Of the 21 schools requiring intervention:
- 11 schools were in the highest equity index bracket (the 14% of schools facing the most socio-economic barriers).
- 8 schools were in the next most challenged group.
- Only 1 school was from a community with “average” socio-economic barriers.
This correlation has led some school principals to accuse ERO of failing to account for the immense social challenges—such as poverty and housing instability—that teachers in these communities face daily.
🛑 High-Profile Interventions
The report specifically named several schools where drastic measures have been recommended:
- Herekino School (Northland): ERO recommended dissolving the board and appointing a Commissioner to overhaul leadership.
- Te Kura a Iwi o Pawarenga: Recommended a Statutory Manager to fix a breakdown in the relationship between the board and the Tumuaki (Principal).
- Randwick School (Lower Hutt): Recommended a Statutory Manager to improve leadership and action planning for student attendance.
💬 The Principal’s Pushback
One principal, speaking anonymously to RNZ, warned that ERO’s “moderation” process is stripping positive feedback from reports to focus purely on the negatives.
“Reviewers told us we were doing excellent work in person, but the final report was edited to say we needed help. This approach will discourage competent leaders from ever taking on the most challenging schools in our poorest communities,” the principal stated.
