COLOMBO, SRI LANKA (Wednesday, January 28, 2026) — The Sri Lankan Cabinet has officially greenlit a landmark Memorandum of Understanding (MoU) with the Government of Romania, aimed at formalizing labor recruitment and ensuring the welfare of thousands of Sri Lankan workers heading to Eastern Europe.

The proposal, submitted by the Minister of Foreign Affairs, Foreign Employment, and Tourism, marks a significant shift toward a more structured and ethical migration pathway between the two nations.

🛡️ Strengthening Worker Rights and Welfare

As Romania becomes an increasingly popular destination for Sri Lankan labor, the new agreement focuses on establishing a transparent and sustainable recruitment mechanism.

  • Key Objectives:
    • Ethical Recruitment: Promoting transparency and preventing the exploitation of workers during the hiring process.
    • Welfare Protection: Safeguarding the legal rights and overall wellbeing of migrant workers while abroad.
    • Bilateral Dialogue: Creating a formal platform for regular discussions between the relevant authorities of both countries.
    • Skill Recognition: Improving technical cooperation and the formal recognition of professional skills and capacities.

🏗️ High Demand in Key Sectors

Romania has emerged as a top choice for skilled and semi-skilled Sri Lankan professionals, particularly in industries facing labor shortages in Europe.

  • Primary Sectors: Construction, Manufacturing, Hospitality, and Service industries.
  • Current System: Until now, recruitment has been handled by licensed private agencies under the supervision of the Sri Lanka Bureau of Foreign Employment (SLBFE).
  • The Upgrade: Both governments recognized that the rising demand required a more “organized and sustainable” state-level framework to replace the purely agency-led model.

💬 A Strategic Partnership

Romania and Sri Lanka have maintained cordial diplomatic relations for decades. This MoU is seen as a strategic move to tap into the European labor market while ensuring that Sri Lankans are not subjected to the “revolving door” issues often found in unregulated migration.

The Cabinet noted that establishing a formal mechanism is essential for the long-term sustainability of foreign employment as a key driver of Sri Lanka’s economy.
