COLOMBO, SRI LANKA (January 13, 2026) — The landmark agreement for the Sinopec oil refinery project in Hambantota is set to be finalized within the first quarter of 2026. This announcement was made by the Minister of Foreign Affairs, Foreign Employment, and Tourism, Vijitha Herath, following a high-level meeting with Chinese Foreign Minister Wang Yi during his stopover in Sri Lanka yesterday (January 12).

The refinery, representing one of the largest foreign direct investments in Sri Lanka’s history, is a cornerstone of the nation’s energy security and industrial growth strategy.
