$500 Billion Recovery: President Dissanayake to Launch ‘Rebuilding Sri Lanka’ National Program

COLOMBO, SRI LANKA (January 12, 2026) — President Anura Kumara Dissanayake is set to officially launch the ‘Rebuilding Sri Lanka’ national program tomorrow (January 13) at the BMICH Lotus Hall. The initiative is a direct response to the catastrophic impact of Cyclone Ditva, which caused widespread destruction to lives, private property, and public infrastructure across the island.

The program aims to establish a high-level, synchronized national recovery mechanism to handle post-disaster rehabilitation and reconstruction with emergency urgency.


💰 Funding the Recovery: A Three-Pronged Strategy

To finance the massive reconstruction efforts, the government has outlined three strategic financial pillars:

  1. Re-purposing: Diverting goals of existing development projects to focus on immediate recovery needs.
  2. Re-allocating: A Rs. 500 billion supplementary estimate for 2026 has been proposed to provide additional funding beyond the standard budget.
  3. ‘Rebuilding Sri Lanka’ Fund: Actively seeking donations from local and foreign philanthropists, as well as public and private sector partners.

🏗️ Presidential Task Force & Governance

A 25-member Presidential Task Force, chaired by Prime Minister Harini Amarasuriya, has been established to provide strategic leadership and oversight. This body will resolve inter-ministerial issues, direct funding, and ensure that the recovery is data-driven.

The program will be executed through eight specialized sub-committees, each chaired by relevant sectoral ministers:
