The high-level meeting, taking place at the Presidential Secretariat, is the centerpiece of a swift, 24-hour diplomatic mission. Dr. Jaishankar arrived in Colombo late Monday evening aboard a special Indian Air Force aircraft, serving as the Special Envoy of Prime Minister Narendra Modi.

The primary objective of this visit is to reinforce India’s commitment to Sri Lanka’s recovery following the devastating impact of Cyclone Ditwah, which recently lashed the island nation. Under the directive of PM Modi, India launched “Operation Sagar Bandhu” (Friend of the Ocean) to provide immediate humanitarian assistance.
During his engagements today, Dr. Jaishankar is expected to:
- Review Relief Efforts: Discuss the distribution of the 1,100+ tonnes of aid already delivered by India, including medicines, dry rations, and water purification systems.
- Announce Long-Term Aid: Formalize a special cooperation package aimed at reconstructing infrastructure damaged by the storm.
- Express Solidarity: Relay a personal message of support from Prime Minister Modi to the Sri Lankan people.
“India stands in firm solidarity with Sri Lanka in this hour of need,” Dr. Jaishankar posted on X (formerly Twitter) shortly after his arrival. “Our partnership is defined by our shared commitment to regional stability and mutual support during crises.”

In addition to his meeting with President Dissanayake, the Indian Foreign Minister has a packed schedule before his departure this afternoon. He is slated to hold bilateral talks with:
- Dr. Harini Amarasuriya: The Prime Minister, to discuss administrative cooperation and social welfare programs.
- Vijitha Herath: The Minister of Foreign Affairs, Foreign Employment, and Tourism, to review the progress of ongoing India-backed development projects and the resumption of tourism post-cyclone.
These discussions are expected to touch upon wider strategic interests, including maritime security, energy connectivity, and the integration of digital public infrastructure—areas where India has pledged significant technical and financial support.
📊 Strengthening the “Neighbourhood First” Policy
This visit marks Dr. Jaishankar’s second major trip to Colombo since President Dissanayake assumed office, highlighting the importance New Delhi places on its relationship with the new administration.
The swift response to Cyclone Ditwah has been viewed by analysts as a “soft power” success for India. The deployment of the Indian Army’s 60 Parachute Field Hospital to Mahiyanganaya, which treated over 7,000 civilians, was recently commended by the Sri Lankan government as a “lifesaving intervention.”
Following his meetings, Dr. Jaishankar will conclude his official visit and is scheduled to depart from Bandaranaike International Airport later today.
