JERUSALEM/RAMALLAH – The Israeli Security Cabinet has given its approval for the construction of 19 new settlements in the occupied West Bank, triggering immediate international condemnation and fueling fears of a definitive end to prospects for a two-state solution. The decision, spearheaded by far-right Finance Minister Bezalel Smotrich and Defence Minister Israel Katz, signals an aggressive expansion of Israeli presence in territory Palestinians envision as the core of their future state.

Smotrich, a vocal proponent of annexing the West Bank, explicitly stated that the decision is designed to “block the establishment of a Palestinian state.” This expansion brings the total number of new settlements approved in the West Bank to 41 this year alone, following a previous approval of 22 in May—the largest expansion in decades.

🌎 Global Outcry: “Ruthless Expansion”

The international community has reacted with outrage.

  • United Nations Secretary-General António Guterres condemned Israel’s “ruthless expansion” of settlements, stating that it severely restricts Palestinian access to land and threatens the viability of a sovereign Palestinian state. “This decision is a direct affront to international law and gravely undermines efforts for a just and lasting peace,” Guterres’ spokesperson added.
  • Saudi Arabia swiftly denounced the move, calling it a “flagrant violation of international law and a dangerous escalation that undermines peace efforts.” This condemnation from Riyadh is particularly significant given ongoing (albeit now paused) normalisation talks with Israel.
  • The European Union issued a statement reiterating that Israeli settlements in the West Bank are illegal under international law and constitute a major obstacle to peace.
  • The United States, while often a key ally, voiced “deep concern,” reiterating its long-standing opposition to settlement expansion which it believes “exacerbates tensions and undermines prospects for a two-state solution.”

🚧 A Land Divided: The West Bank Reality

The West Bank, including East Jerusalem, has been under Israeli occupation since the 1967 Six-Day War. International law, including the Fourth Geneva Convention, prohibits an occupying power from transferring its own population into occupied territory, rendering the settlements illegal.

Currently, over 700,000 Israeli settlers live in approximately 160 settlements and dozens of illegal outposts scattered across the West Bank and East Jerusalem. This expansion carves up Palestinian land, restricts their movement, and fragments their communities, making the contiguity and sovereignty of a future Palestinian state increasingly impossible.

Key Impacts of Settlement Expansion:

  • Land Confiscation: More Palestinian land is seized for construction, infrastructure, and “security perimeters.”
  • Resource Depletion: Increased demand on water and other resources, often at the expense of Palestinian communities.
  • Movement Restrictions: Expansion often leads to more checkpoints and barriers, isolating Palestinian towns and villages.
  • Economic Stagnation: Palestinian economic development is stifled by limited access to land and markets.
  • Escalation of Violence: Increased friction between settlers, Palestinians, and the Israeli military.

💬 Smotrich’s Vision: From “Judea and Samaria” to “No Palestinian State”

Finance Minister Bezalel Smotrich, leader of the far-right Religious Zionism party, has made no secret of his agenda. He refers to the West Bank by its biblical names, Judea and Samaria, and actively promotes Israeli sovereignty over the entire territory. His vision openly rejects a two-state solution, aiming instead for a one-state reality where Palestinians have limited autonomy under Israeli control.

His comments yesterday were not merely rhetorical; they were an explicit declaration of intent, setting Israel on a collision course with its international partners and deepening the despair among Palestinians.

“There is no greater way to ensure peace and security for Israel than to expand our presence in Judea and Samaria,” Smotrich posted on X (formerly Twitter). “This is our land, and we will build it up.”

🕊️ Fading Hopes for Peace

This latest approval comes at a time when the Israeli-Palestinian conflict is already at its most volatile in decades. The war in Gaza, the surge in violence in the West Bank, and the collapse of any meaningful peace process have created a climate of despair.

Palestinian leaders, including President Mahmoud Abbas, have repeatedly warned that settlement expansion is systematically destroying the possibility of a two-state solution. “Every new settlement unit is another nail in the coffin of peace,” a spokesperson for the Palestinian Authority stated. “The international community must move beyond condemnations and impose real consequences.”

As the bulldozers prepare to break ground on these 19 new sites, the dream of a sovereign, contiguous Palestinian state recedes further into the realm of unfulfilled aspirations, leaving behind an increasingly entrenched and volatile status quo.
