UN Agencies Condemn Escalating Civilian Casualties in Gaza and Ukraine

GENEVA, Switzerland – United Nations humanitarian officials have issued a renewed and urgent condemnation regarding the alarming increase in civilian casualties in both Gaza and Ukraine. Recent reports highlight a disturbing trend of attacks affecting non-combatants, particularly those seeking humanitarian aid in Gaza and residents in areas far from the front lines in Ukraine, underscoring the devastating human cost of ongoing conflicts.

In Gaza, the UN has expressed outrage following an Israeli strike that reportedly killed multiple children and adults at an aid distribution site in Deir al Balah. This incident is part of a broader pattern, with UN officials noting an increasing number of casualties among people attempting to access food and other essential supplies. Such attacks on vulnerable populations further exacerbate the already dire humanitarian situation within the besieged strip, where a significant portion of the population is facing hunger and deprivation.

Concurrently, UN agencies have sounded the alarm over recent devastating attacks across Ukraine due to intensified Russian strikes. June 2025 alone saw the highest number of civilian casualties in Ukraine in the past three years, with 232 people killed and 1,343 injured. The UN Human Rights Monitoring Mission in Ukraine attributes this sharp rise to Russia’s intensified use of long-range missiles and drones, which are causing widespread destruction in urban centers and areas previously considered relatively safe.

The humanitarian impact in both regions is profound. In Gaza, the health infrastructure continues to be severely impacted, with hundreds of health workers killed and countless health facilities damaged since October 2023. The lack of access to essential services, including nutrition and mental health support, is creating a looming health crisis. Similarly, in Ukraine, the increasing frequency and intensity of strikes on civilian infrastructure are displacing more people and disrupting vital services, pushing communities to the brink.

UNICEF Executive Director Catherine Russell has voiced her horror at the reported killing of children attempting to access nutrition supplies in Gaza, stating that “The killing of families trying to access life-saving aid is unconscionable.” These incidents underscore the critical need for all parties to armed conflicts to adhere strictly to international humanitarian law, ensuring the protection of civilians and allowing unhindered access for humanitarian aid. The international community continues to call for immediate de-escalation and a political resolution to these protracted crises to prevent further loss of innocent lives.
